We paid for a weeks motel & the phone hasn't worked since we got here 3 days ago can we get a refund?

The guy didn't tell us their is no phone service (there usually is at this motel) until after we paid. It's been 3 days and every day he's telling us it will be working probably that afternoon or the next morning; can we get a full refund or a partial refund?
