Gambling at Online Casinos?

I heard awhile back that some legislation was passed and signed by Bush when he was in office regarding the legality of wagering at online casinos. However, I have done some of my own research which contradicts this, i.e. it is IS legal to wager at online casinos. If you know the exact story and wager at online casinos please relate it to me.
